Biography
Louis F. Haffen, son of a brewer, was born in the village of Melrose, then in Westchester County and now part of The Bronx. He was of Irish and German ancestry. He attended St. John’s College (now Fordham University) and graduated with an A.B. in 1875. He graduated from the School of Mines at Columbia University in 1879, where he trained as a civil engineer.
After graduation, Haffen headed west, seeking further education and mine work, but he returned in 1883 and was appointed an engineer in the Department of Parks. Haffen quickly moved into the Commission of Street Improvements for the 23rd and 24th Wards (areas now part of the Borough of The Bronx), then under the jurisdiction of the Department of Parks. He became the second elected Commissioner of Street Improvements for the area in 1893. This office was the model for the borough presidency, and he was elected the first Bronx Borough President in 1898.
Louis Haffen was elected Borough President for four terms. While Borough President, he opened streets, mapped the area, and built the courthouse on E. 161st Street and Third Avenue. Six months before the end of his final term, in August 1909, he was removed from office by New York’s Governor, the result of charges leveled against him by the City’s Commissioner of Accounts and supported by Mayor George B. McClellan, Jr.
Haffen was named Borough Engineer in the 1920s and served as a consulting engineer for the borough between 1918 and 1933. He was known as the “Father” of the borough when he died in 1935 at his Bronx home on East 162nd Street. He was 81 years old.
Description/Scope and Content
The collection comprises correspondence with the Borough President’s Office during the years 1904–1905. Subjects discussed include street repair and improvement, transport, mapping, recreation, zoning, and finances.
Provenance
The Haffen Collection was found in a box erroneously marked as part of the Hallock Collection. They were made a separate collection in August 2005.
